You can run aptitude-run-state-bundle on the bundle yourself, perhaps in
a chroot (e.g. use "pbuilder --login").

I really don't know. However, consider recreating the bundle after
making /etc/apt/trust*.gpg world-readable (see #647001), or run
aptitude-create-state-bundle as root to ensure that these files are
included in the bundle. Otherwise, updating the package list in the
aptitude instance started by aptitude-run-state-bundle will fail due to
the missing keys.
