Sorry, I do not plan on making this change. Yes, it would limit the
frequency of sa-compile runs, but it would not improve efficiency at all
and would negatively impact accuracy.  sa-compile only runs when
sa-update actually pulls down updates.  These updates directly impact
spamassassin's accuracy, so it's very important that they're applied in
a timely manner.  I'd be more inclined to run sa-update *more* frequenty
rather than *less* frequenty.

If your spamassassin host is underpowered, I suggest that you make this
change locally.  You might also consider off-loading the sa-compile runs
to another host altogether, and copying the compiled results back to you
spamassassin host.

This is orthogonal.  The rules update schedule is unrelated to what
bayes is doing, and it's perfectly valid to run spamassassin with no
Bayesian filter at all.
