Juicer is a command line tool to help to find out dependencies of CSS or JavaScript files and merge them together to reduce the number of http requests per page view. It can also use external tool (YUI or Google Closure) to minify/compress or use JsLint to verify the CSS/JavaScript files. -- Sozi[1] upstream uses juicer to maintain the CSS and JavaScript files. This tool seems useful to other projects, too, but I don't know ruby so instead a RFP for someone who can maintain it.
