That's on purpose. Extensions packagers are encouraged to check if the
script exist before running it. That will be part of the new version of
the extensions packaging guidelines for firefox, and subject of possible
mass bug filing.
Extensions will anyway need update to actually work with firefox deer
park and newer.

While I first wanted to put an empty script for compatibility, I finally
decided that it was useless. That'd be the best way to have to still
provide it in 3 years, even though no version of mozilla-firefox
requiring it would be available in the archive.

On the long term, extensions package will just have to not run the
update-mozilla-firefox-chrome.
