I have tried this again using inkscape_0.48.0-1ubuntu2. If I export the image with the default resolution of 90 dpi, then the dotted line disappears. However, if I repeat this with 600 dpi the image exports correctly. I don't think this is really a bug in Inkscape. When you export at 90 dpi, you will only see features with sizes greater than ~0.011 inches. The dotted line in your drawing is set at a width of 0.01 inch, so that is why you can't see it in the exported PNG.
