This suggests, in your first try, that either your file in /etc/texmf/updmap.d was not considered by update-updmap (which name did you give it?), or updmap did not include arphic.map in /var/lib/texmf/dvips/config/pdftex.map. Could you look at the contents of arphic.map and tell us in which files under /var/lib/texmf/dvips/config/ this contents is included, if any?
