It appears Lenny 5.0.0 has been the first version providing jigdo files and template for build netinst and business from package. ftp://cdimage.debian.org/cdimage/archive/5.0.0/i386/jigdo-cd/ As I don't know wether such a behaviour comes from a debian-cd package modification, I let you close the bug with the relevant version info..
