You are right, but I think (though not yet tested) that deja-dup-monitor being run by the "standard" user, it would not launch root's scheduled backups. That would actually prevent scheduled backups from root (except if, obviously, you log in as root user) A backup software not allowing system wide backups seems not complete to me, hence I think it is worth discussing with upstream developers to work on this feature.
