Yes, it work. This is not password problem. This is problem of
installation system as such or may be debconf:

mysqldump: Got error: 1045: Access denied for user 'root'@'localhost'
(using password: NO) when trying to connect

The problem is that it try connect without password and give no way to
change this situation going into endless loop. How to reconfigure it to
give it password? dpkg-reconfigure don't help.

Yes, I maintaining  range of servers where bacula-director-mysql
installed, but the only one has this problem. But this no matter. On any
server the problem is that there no way to reconfigure installation
system to give it password or prevent data base modification at all.
This options available on fresh install only.
