No, I believe Lucas is right. The first option *has* to be available in practise, this is a long-standing difference between Policy and how Debian (i.e. the autobuilders) actually works. It is OK (IMHO) to add the second Build-Depends to ease backporting, but for unstable, we havet to make sure that the first is installable.
