Each of the pages on http://lists.debian.org/ ("Users", "Developers",
and so on) show lists in that category, some of which say "dead list"
next to them.  Wading through those lists makes it harder to see the
active lists at a glance, particularly under the "developers" category
which has a fairly high number of dead lists.

I think it would help to move all the dead lists to a single category
parallel to "users", "developers", etc.  This would ensure that all of
the more useful categories show exclusively active lists.
