I felt it a bit dumb too - until I thought about it a bit more: Debian has a noble rule of not relying on network access. Imagine sitting offline and wanting to read that packaging documentation, just to realize that it contains only pointers to inaccessible files. As a packager you are still left with the choice of providing more self-contained pakcages by *not* referring to package-external documentation but write something up yourself.
