Hilmar is right. Many upstream (in fact up-upstream authors, those writing the actual TeX/etc code) would prefer to *ALWAYS* have the documentation distributed together with the tex code. Now we agreed with upstream (TeX Live) and some up-upstream (original authors) that we make the docs a recommends so that it is by default on all installations but those where the user interferes on purpose. That is our intention and it will not be fixed or changed. Otherwise we will re-incorporate *ALL* doc files back into the orginal packages without even the option to not install them. It is not soooo hard, simply remove the -doc files if you want. They will not be re-installed oin upgrades. So why do we keep that bug open with tag wontfix? I consider it ready for closing.
