actually at this moment I don't see any big reason to don't upload
ipython into unstable directly:

* Freeze has been there for a long time, if anything in current
lenny version needs to be fixed, it can be fixed and uploaded directly
into testing-proposed-updates -- anyways interaction with release team
is necessary

* "packages blocked from uploads to unstable due to transitions"
  http://ftp-master.debian.org/transitions.yaml
  is empty ;-)

but as always it is up to the specific maintainer -- ie you ;)
