It's up to the maintainer to decide what their differences fall under.
So, which specific files could be a problem? Perhaps this is just one of those theoretical things. Alternatively there could be a problem with a file and it can be changed. The way the licenses are, are a reasonable default. Remember, these are templates. There is also the issue that some of these files come from other (GPL-licensed) packages.
