Hi, this is the same issue as #435143, and as I wrote there, the bug would seem to be in dbconfig-generate-include from dbconfig-common. The script does an 'exec > $tmpout' and then calls ucf without --debconf-ok to install $tmpout into its final destination. The diff thus goes to stdout via sensible-pager, and ends up in $tmpout.
