/usr/ is guaranteed to be available for those that depend on
$remote_fs, and during shutdown, those depending on $remote_fs get to
run before sendsigs kill their daemon.

I suspect it will work just fine if you depend on $remote_fs and
$syslog, as it provide a working system when the userv is running.
Not sure it need anything more.
