Hi,

for one of my first uploads to experimental, I had overlooked the update
of the header of the NEWS file when I switched the target from unstable
to experimental (2 new upstream release bump). That resulted in:
| $ head -n 1 debian/changelog debian/NEWS 
| ==> debian/changelog <==
| graphviz (2.16-1) experimental; urgency=low
| 
| ==> debian/NEWS <==
| graphviz (2.16-1) unstable; urgency=low

I'm wondering whether checking distribution and possibly urgency
mismatches would be desirable. I for one would like to see that, but I
haven't done many non-unstable (experimental, s-p-u, t-p-u, security,
etc.) uploads, and I might be missing some obvious points.

In case it looks fine, one might even consider adding README.Debian
files, but they are free-form, and that might too much trouble for too
little gain.

I've also thought of timestamp (signature line) mismatch check, but
that's beginning to be very picky, I believe.
