Hi,

since I tend to regularly use a couple of Unicode characters in my
changelogs, it's a bit annoying to be told that lines are too long when
that's not the case. That makes it particularly annoying when $EDITOR is
set so that it breaks lines when needed.

I guess it is sufficient to add “use open ':utf8';” before opening
debian/changelog, and that should do. If you need an example to check
this ':utf8' option, pipe this mail to a tiny loop doing chomp and print
length.

And yes, the above is said to be 12-characters long if ':utf8' isn't
used.
