No it wouldn't. The filename might contain a quote.

generally followed the 8.3 filename conventions rather strictly.

I've never found any problems using TeX Live or tetex with any sort of file name since support for arbitrary filenames was added to web2c, except for care needing to be taken when using such filenames within documents.

I'm talking about actual documents that work fine, but I can't compile with htlatex! This is not a theoretical bug report...
