lead to think this package is never necessary for 2D-only applications,
which isn't true.
Why exactly is that the case? From what I recall, Wine used to pride
itself on its spiffy runtime detection that allows it to be compiled
with OpenGL support, but be able to run fine on a system without it, as
long as you don't need 3D. In principle, 2D stuff should be able to run
without OpenGL.
