/usr/lib/pm-utils/defaults is hard to find, and should be moved to /etc, either as /etc/pm-utils.conf or as /etc/default/pm-utils. You could choose a symbolic link, and mark the original file as conffiles so as to avoid the changes made by the administrator to be overridden during an upgrade.
