Hi Julien,

the defaults file in /usr/lib/pm-utils/ is not meant to be edited by the
local sysadmin. It's, as the name says, a configuration file with
defaults, that we, as distribution, preset with sensible values.
(It's quite similiar to gdm, where you have a default config file
/usr/share/gdm/defaults.conf and a file /etc/gdm/gdm.conf, where you can
override settings).
If you want to override a specific setting as sysadmin, drop a file into
/etc/pm/conf.d/.

To understand, what the /etc/pm/sleep.d and /usr/lib/pm-utils/sleep.d/
directories are for, please read the man page of pm-suspend.

So, in conclusion, there is a good reason why the package layout is, as
it is now.
