Instead of placing the cursor after '* item 3' as the
previous version did, it now tries to add a new item
after '* item 1' instead.
That's a side-effect of the change introduced for #383542 in the last
version, in order not to create changelogs resembling the above but only one
block per maintainer.
I'll look at modifying it to be more intelligent when editing a changelog
entry that's already in the old format.
