This makes your default target arch i386. (Obviously, you don't want
to upload the resulting packages to Debian.)
Kernel is amd64 and chroot is amd64. All the packages inside the
chroot are from amd64.
I may be wrong, but the generated package is also amd64, isn't it?

"ia32-libs [amd64]" means the build-deps is only required on amd64
systems, but your system is i386.
Even on an amd64 chroot?
