We see a similar hang in vt-is-UTF8 when doing apt-get dist-upgrades (from 1:0.2.3dbs-55 to 1:0.2.3dbs-65). We do automated upgrades of our systems, and we redirect the output of the dist-upgrade to a log file. We see a couple of escape sequences in the log file, which suggests to me that the character sequence is being written to stdout or stderr.
I have been unable to make a small, simple test case for this, but I am willing to work on this to provide additional information if necessary.
