Hello.  I apologize for taking so long to respond to your bug report
of September 24 requesting that I change the debian ICU package to not
link against pthreads.

Although it seems that you have thought this out and understand the
issues well, I'm inclined not to introduce the changes into the debian
package.  I have recently worked with upstream to synchronize the
debian and upstream ICU packages.  The current ICU in debian is
completely without any patches at all, and I'd like to keep it that
way if at all possible.  ICU is a fairly complex package with a small
handful of reverse dependencies, so I'm not inclined to make this type
of fix at this time.  I appreciate that you have reported the problem
to upstream.  It appears that they have not acted upon it so far.  If
upstream makes the change, Debian will have it as well, but for now,
I'm going to go ahead and leave the debian package alone.
