Sure, but that assume the window manager provides some level of
functionality, else you get stuck in a non-functionnal environment, which
happen with metacity. 

Do you insist that metacity should provide a menu file ? Do you have use
case ? 

In that case, add sessionmanager="no" to the metacity menu file and 
I will change menu-xdg to handle sessionmanager, but personally I
do not find the metacity menu file useful.
