Bug#1127060: Please update to zint 2.16

Dear Maintainer

I file an ITP bug for tzint 1.3, a Tcl extension that wraps zint. This 
version of tzin requires libzint2.16, which has been out for quite a 
while now. I kindly urge you to package this version of the barcode 
symbols library. Thank you
