Yes, I think this is the root cause. When doing l10n NMUs before a
release, I notice quite a few of easy to fix l10n bugs which were open
for many, many years.
Disclaimer: I'm the maintainer of manpages-l10n, so I have quite a bit
experience in dealing with translations.
