The only u-c patch that appears relevant is

but it hasn't changed in a while.
I tried that patch last night. While it does change new_tab_url
behavior, it shows a weird new tab url which doesn't match the behavior
that I see with u-c 146; instead, it shows 8 frequently-loaded url icons
and lacks a search bar. So there's something else. u-c also includes a
patch that adds a flag for a custom new_tab_url (ntp), and I'm digging
further to see if anything else they're doing changes things (and trying
to figure out what upstream did).
I can try a couple old snapshots to try to find when the behavior changed.
I've verified that it changed between 145 and 146.
