Accepted, thanks very much.  Here's a 3rd person overview of "the story so 
far"...

A) On Debian's BTS:


1) 2/8/06 A. Costa submits bug #352005 "k3b: Error message: found actual media,
yet requests a disk".

2) 2/8/06 P. Rathod replies that the error message might have been correct
if K3B was given a DVDR but wanted a CDR. 

3) 2/9/06 Costa replies that even if that behavior was intentional the
error message in question would still be vague.  Costa suggests an
improved error message.

4) 2/9/06  Rathod agrees that the error message in question could be
made clearer.

5) 6/24/06  Bug closed.  Reason given: upstream closed theirs.  Leading
to current thread.


B) Upstream, on the KDE BTS:


1) 2/9/06 "Bug 121633: Found blank disc but still asks the user to
insert a blank disc" opened by F. Marier, the message is a complete
quote of Costa's first message, (A1 above), and a link to Debian bug
#352005.

2) 2/9/06 S. Trueg replies: "DVD vs. CD. Not a bug at all."

3) 2/9/06 F. Marier does not contradict Trueg, but agreeably comments
that the bug should be marked 'cosmetic', (some KDE BTS term?).

Marier then quotes, 17 lines in a relevant 49 line passage (more or
less) from the second half of Costa's reply to Rathod, (A3 above). 
In hindsight those 17 lines may have left out too much -- the quote
explained what could be done, but not why it should be done.  It read
like a Debian "wishlist" bug, rather than a critical appraisal of a
fault.

4) At some point KDE but #121633 is closed, KDE's own BTS page doesn't
appear to mention when.  


One notices at the bottom of the #121633 page:

"0" votes... Question:  was F. Marier, Debain maintainer, able to vote
for this bug?

Well that sounds very fair, and I'm happy to receive such a civil
reply.  Some suggestions on what to do, preceded by my guess at how
difficult these might be:

1) Minimal difficulty.  Reopen, mark "wontfix".  It seems possible that
"wontfix" might not be accurate, if the overworked upstream maintainer
has yet to correctly understand what the bug is about.  If Trueg has
misunderstood, then the "wontfix" status applies only to his
mistaken inference, while his opinion of the genuine bug might remain
to be formed.

2) More difficult.  We rewrite the bug using what we've learned, and open
a new one, phrased so it's harder to misunderstand.

3) Difficulty uncertain.  When you believe upstream is mistaken, vote
against them if possible, and take the time to tell them they're
mistaken.  If upstream is sensitive or contentious, that probably should
be a last resort.
