That wasn't my plan. R builds everywhere, I am happy to support it
everywhere. 

But I am still a little fuzzy on Charles's plan. So are we adding the
restricting qualifier to Build-Depends to all r-cran-* packages? That also
feels extreme.

What I really want is my Rcpp (upstream) aka r-cran-rcpp package
unplugged. See Subject.
