I understand that the observed behaviour is technically correct and follows the declared package dependencies.
And I did not intend to suggest that APT is malfunctioning. 

However, my concern is more about usability and packaging design:
 
On a Debian 12 Cinnamon system, removing fonts-noto-core also removes desktop meta-packages such as cinnamon-desktop-environment and task-cinnamon-desktop due to dependency relationships.
While this is consistent with the current dependency structure, it may not be obvious to users that removing a font package will effectively remove their desktop meta-packages as well.
Therefore, I would like to clarify that this report is meant as a packaging/usability suggestion rather than a claim of incorrect behaviour.

Would it be worth considering one of the following approaches?

- Adjusting dependency strength (if appropriate), or
- Splitting font packages in a way that allows more granular removal without affecting the crucial and very differently orienteddesktop meta-packages. 

If this is considered fully intentional and desirable as-is, I am happy to accept that conclusion.

My goal was simply to highlight the practical impact for Cinnamon users.
