OK, yes, that page makes it very confusing. The notes, which I failed to
fully read, discuss the deletion of the 3rd clause but they only include
the text of the license with all 4 clauses intact. It also includes an
FTP URL that no longer works.

Seem to use the renumbers version of the clause using 1, 2, 3, and not
1, 2, 4 as it present in the changes from debdiff. Both locataions also
call out the SPDX identifier as BSD-3-Clause and uses or links to a
license text that matches:

https://spdx.org/licenses/BSD-3-Clause

The license included in the debdiff differs in the clause numbering.
