Bug#1111709: tiv: Misrepresenting tiv.cpp copyright

The license rename takes into account that the clauses are numbered
1,2,4. This is exactly what BSD-4-clause-UC looks like because it is
BSD-4-clause without the 3rd clause (by University of California's
copyright addendum), so it does not contain the advertising clause.
