Hi, I'm facing the exact same problem. I reported the issue upstream because the systemd service is not specific to Debian: https://github.com/dell/dkms/issues/537 As a workaround, I ran "systemctl edit --full dkms.service" (drop-ins cannot remove dependencies) and removed "network-pre.target" from Before=.
