Bug#1107155: devscripts: doesn't prefer one concrete implementation of sopv

hi,

so for devscripts in trixie,
dkg suggests: 
        sqopv | rsopv | gosop | sopv | gpgv
while Simon suggests:
        sqopv | sopv-gpgv | sopv | gpgv

I agree we want predictability (on all archs), so I think/believe Simon's
suggestion is the better one here and now?
