This looks very good. I transferred the repo to https://salsa.debian.org/debian/avro-c. The Vcs-Git/Vcs-Browser control fields will need to be updated. Please feel free to push your changes and upload. The only suggestion I have would be to mention the obsolete B-D by name in the changelog (e.g. "replace pkg-config B-D with pkgconf" instead of "replace obsolete B-D name").
