For a while now, the outdated debian/watch file currently in qwt (versions 6.1.4 and 6.2.0) has not been seeing the latest release. Attached is an updated and fixed version that will do the right things to find the current qwt 6.3.0 via uscan. I hope this helps, and I hope to see a qwt for Qt6 moving to unstable soon. (Work is underway in the gnuradio project to move from Qt5 to Qt6, and qwt is used both as a C++ library in gr-qtgui, and via python3-pyqt5.qwt (currently) in Python tools.)
