Hi HPC team, I uploaded a NMU fixing the FTBFS. I have committed the changes to my git fork and you can find the merge request on Salsa at https://salsa.debian.org/hpc-team/libfabric/-/merge_requests/3
The current upstream version is 1.22.0 and has numerous changes in the affected areas. Maybe these issues fixed in this NMU do not exist anymore, but I did not want to attempt uploading a new upstream release.
