I actually have UIM working on my system now but I see similar issue.  Some
rxvt seem to have problem passing SHIFT-space and CTRL-space to the program.
uxterm is working fine.  I think isue is terminal software issue.

I am under en_US.UTF-8.

As I start from Xshells Debian menu, following work with SHIFT-space and
CTRL-space:
 Crxvt (GB, Big5)
 Gnome-terminal
 Grxvt
 mrxvt
 mrxvt-cjk
 mlterm (normal)
 rxvt
 xterm
 uxterm

Of course things like rxvt which is not UTF-8, it togles between
Japanese and English mode but it does not display meaningful characters
on it. 

Funny thing is you can cut and paste to gnome-terminal, and viola!

But folowing terminals did not react to SHIFT-space and CTRL-space.
 kterm
 rxvt-unicode
 rxvt-unicode(black,xft)

As I started rxvt from console
urxvt: unable to create fontset for input method, try "-pt Root". Continuing.
urxvt: failed to create input context, continuing without XIM.

But kterm start OK but do not respond to SHIFT-space and CTRL-space.
This one is quite strange to me.  Although kterm was mostly used under
ja_JP.eucJP locale, it at least worked with SHIFT-space and CTRL-space. 
Displaying fancy character is one thing but pasing these key code is
another issue.  Strange.

They coud be working with GTK_IM_MODULE and not with XIM with your setting.

Quite likely it is not with SCIM.  It is terminal software issue.
