cacti has already been accepted into proposed-updates. The tests are run to inform everyone of issues, to enable actions if needed. It's not nice and trivial (IIUC) but if a package has issues, SRM can choose to skip it when the point release is cut. Alternatively they can ignore the failure and nothing special needs to happen in that case. Is that what you're asking (I'm not sure I understood your question correctly)?
