No reason; that was to force 3.4 when the default was 3.3.  With each
new babel release, I find I need to make the build process depend on a
specific gcc version; it's arduous enough that I've procrastinated
building a new package for over a year.

I'll take care of it "real soon now", but in any case, before the NMU
period begins in your proposed gcc 4.1 schedule.
