Then I don't understand your request. Is it one of these:

 You removed a conffile (not intentionnaly; e.g. because of a disk issue)

 1. You update the package (which comes with the same conffile) and wants
    to be notified that the conffile was removed.
 2. You update the package (which comes with a new version of the
    conffile) and wants to be notified that the conffile was removed.
 3. You noticed that you removed the conffile, and want an option to force
    its installation.

As explained by Raphaël Hertzog, 1. is a feature, and there is no way to
differentiate an intentional removal from a unintentional one.

2. is the current behavior. (This is also the same behavior as when a
conffile is modified.

3. is provided by the --force-confmiss option
