Hello, I have exactly the same problem with make that does nothing. For me it's happening while trying to compile the pwc and spca5xx drivers. Seems the out-of-tree kernel module build system is broken for many drivers in this 2.6.16. I tried to compile my own kernel-source-2.6.16 using make-kpkg and exactly the same thing happened. Thanks for tracking this.
