The line between devel and libdevel can be fuzzy, but I think it's in the right place as is. The focus isn't so much on "library development" as it is on "GROMACS-only development", since libgmx/libmd aren't split out into their own packages, nor are they used by anything else. Development packages that are only useful for one particular application generally seem to go under devel.
