follows is extra information on this bug.

in aptitude, it has a description for each section

devel:

Packages in the 'devel' section are used to write new software and
work on existing software. Non-programmers who do not compile their
own software probably do not need much software from this section.

It includes compilers, debugging tools, programmer's editors, source
processing tools, and other things related to software development.

some example package in devel:
automake autoconf libtool binutils cvs ddd eclipse gcc g++ make

libdevel:

Packages in the 'libdevel' section contain files required for building
programs that use libraries in the 'libs' section. You don't need
packages from this section unless you want to compile software
yourself.

some exampe packge in libdevel:
fftw3-dev, libgtk2.0-dev, libglib2.0-dev ...


I am not sure libdevel is the correct place, but I don't think devel
section is. Beacuse gromacs-dev does not belongs to "compilers,
debugging tools, programmer's editors, source processing tools, and
other things related to software development."
