Hm, I still think there is some deeper issue which causes all this. According to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=917607 we also have the problem in the initramfs failing to load kernel modules and initramfs-tools already does use "udevadm trigger --type=subsystems --action=add" I myself can't reproduce the issue at all (neither in kvm nor on real hard ware).
