A significant ambiguity should be; if a genuine ambiguity exists (not merely a contrived one, eg. Pine's "modify and distribute"), causing it to not be clear that a license grants DFSG-required freedoms, I don't think it should be considered DFSG-free, at least not without a clarification from the copyright holders.
